Founded in 2003, Quantum’s leadership always remembers the reason they started their agency in the first place. In an age when most businesses are moving to a “point & click” model with less human interaction, Quantum still believes in the power and importance of personal touch. Navigating all insurance can be difficult, yet health insurance remains the most complicated and most utilized.

 

At a time when most agencies focus on the “initial deal” and “renewal” of your plan, Quantum fully understands the importance of being responsive to all employees and their dependents every day of the year. Health insurance is personal. Anyone going through a “medical event” will find the pitfalls of the medical delivery system and their insurance when they are most vulnerable. This is not the time to direct them to customer service or an online portal for solutions. It is the time for them to send one email or make one phone call to receive extremely responsive and accurate guidance. Phil Orlando

Phil has worked in the health care industry for the past 24 years. He began his career with Oxford Health Plans, building and managing the small group client relationships division before assuming a managerial role in expanding the broker distribution network. Phil left Oxford to join Executive Health Group as a Direct Sales Executive and after a successful year at EHG he then took a position with U.S. Surgical as a Sales Executive.

In 1999 he returned to the health insurance industry working with a national General Agency, where he spent four years implementing best sales practices across the country, and then played a key role in managing national operations. His next venture utilized the experience he gained from working with Brokers and General Agents improving their sales operations to open Quantum Benefits, an unique Brokerage Agency located in New Haven,  along with offering companies all the traditional lines of Employee benefits Quantum also help companies with their Payroll and Human Capital Management platforms. Many companies are in need of a system that moves their employee data from their internal systems, to all the companies their employees are interacting with and Quantum has the experience to help our clients navigate and roll out their HR and Payroll systems.

Phil has a BA in Sociology from the University of Rhode Island. He is an avid fisherman, boater, and loves to cook. Phil resides in Old Lyme, CT with his wife and 2 daughters and 2 sons. Phil has been successfully running Quantum Benefits with his business partner Joseph Hall since June 2003.

Joe has been involved in the health care industry since joining Oxford Health Plans in 1994. He was an integral part of the sales and marketing team that developed the products when managed care was first introduced to the Connecticut marketplace in the early nineties. Joe was a lead member of the sales team that created Oxford’s business base and explosive sales growth during his tenure.

In 1998, Joe moved into management overseeing Oxford’s Executive Accounts Division in Connecticut. He worked directly with fortune 500 companies as well as the consulting community, to provide unique product approaches for these large and demanding customers. He was responsible for sales and retention of many of Oxford’s largest accounts (Verizon, Pitney Bowes, Peoples Bank, UBS, Xerox, Wal-Mart, to name a few). His book of business generated annual revenues in excess of $40 million. 

Joe spent most of his time in the underwriting department negotiating deals for his experience rated and self-funded clients. His ability to balance his corporate responsibilities with the need to cut health care costs for his clients became his forte. His nine years at Oxford empowered him with a vast knowledge in large group experience rated and self-funded underwriting methodologies that greatly benefit his clients today.

In 2004, Joe and Phil Orlando founded Quantum Benefits. Joe is well connected to senior level underwriters and management at all the health carriers in CT. Joe has been a licensed Life & Health Producer in CT, NY & NJ for over 25 years. He received his BSBA from the University of Denver. When not working, Joe enjoys sailing, skiing, ice hockey, and spending time with his wife Lisa and twin sons, Carter & Logan.

Shelly Holloway

Shelly has over 20 years of progressive business experience. Early in her career, she worked with a myriad of medical practices. The knowledge she gained is even more applicable today with the ever increasing complexities of our health care system. From there, she began her career in the Human Resources field.

She comes to us with over 13 years of progressive Human Resources experience. She has been working with various start-up and restructuring companies, assisting in the formation of HR departments and developing growth strategies. She has a strong passion for cultivating relationships through collaborative communication to promote synergy and enhancing organizational efficiency in the areas of benefits administration, accounting, payroll, operations, and management.

Shelly has a BS in Human Resources Management from the University of Maryland. When not working, she enjoys spending time with her husband, two children, boating, anything outdoors and mentoring others on personal wellness.
